Buildings and infrastructures are designed with a certain capacity in mind. Clients expect a certain number of visitors for a building or infrastructure. Depending on the type of building or infrastructure this should be measured per minute, hour, per day, peak period, etc. The design should enable these numbers of visitors.
On the other hand, from a safety point of view, each building or infrastructure has a maximum capacity. The number of visitors is not allowed to succeed this number to ensure the safety of the visitors. In most countries this is regulated by the fire department.
